The 10th Military Department was established in 1846 and given jurisdiction over the Oregon Territory and parts of the two Californias. Many changes took place including in 1848, the separation of the Oregon Territory into the 11th Military Department. The correspondence of the 10th Military Department covers a variety of topics primarily concerning California. Among them: Indians, discovery of gold, conditions during the Mexican War, the state of affairs after the signing of the Treaty of Guadalupe Hidalgo, topographic surveys, and the boundary between the US and Mexico.

The Navy fleet was divided up into detachments of vessels known as squadrons. This arrangement was made permanent in 1815. The six earliest squadrons were: Mediterranean, West India, Pacific, Brazil, East India and Home Squadrons. It wasn't until 1841 that the Navy Dept. first began separate filings of the letters received by the Secretary of the Navy from the officers of Squadrons.

Prior to the Versailles Peace Conference of January 1919, President Woodrow Wilson requested that a series of reports be written to supply the American negotiators with information regarding the history and politics of the areas to be discussed at the Conference. This collection includes over 100 of the major reports written.
