This collection includes the NSC minutes from 1947-1958 and any memo summarizing discussions at meetings. It also includes special advisory reports written during 1948-1960 on topics covering national security policies, threat of a surprise attack, the ICBM program, human effects of nuclear weapons development, and U.S. policy on outer space. The basic collection is supplemented as minutes are declassified.

Special agents were involved in taking testimony, negotiating treaties, delivering ceremonial letters, inspecting U.S. consulates and mediating wars and disputes. U.S. Naval officers in foreign waters were often called upon to perform these duties as well.

The information includes the date written, name of recipient and a summary for outgoing communications and the date received, name of the writer and a summary for incoming correspondence. Reels 1-10 include diplomatic communications received from 1870-1906, reels 11-18 cover diplomatic communications sent from 1870-1906, and reels 19-32 include consular communications received 1870-1906.
