The proceedings of the House of Representatives and Senate were published in the Congressional Globe from 1833-1873. There is an appendix for each session which contains speeches, extensions of remarks made by congressmen, presidential messages, reports of cabinet offices, text of laws, and statements of appropriations. This publication precedes the Congressional Record which began publishing proceedings in 1873 and continues to the present.

There are over 50,000 documents and 170,000 manuscript pages in this collection of Confederation Congresses and Constitutional Convention records. These records include journals of the Congress, reports of its committees, memorials and petitions, papers submitted by State governments, and correspondence of its Presidents, U.S. diplomatic representatives abroad, officers in the Continental Army, State and local officials, and private persons. Important documents include copies of the Declaration of Independence, the Articles of Confederation, the Northwest Ordinance, and the Constitution as well as drafts of treaties and commercial agreements, papers relating to expenditures, military reports during the Revolution, and papers relating to Indian treaties and tribes. The index (filed under GS 4.2:C 76/3/774-89) provides access by sender or originator of the document, the recipient of the document, and major subjects in the document.

The decisions and policies were carried out by the Office of Production Management, the Office of Price Administration and other defense agencies. They were responsible for developing priorities and regulations concerning the use of materials and commodities necessary for defense and other purposes. These priorities dealt with the procurement, production and distribution of materials according to the needs of the defense program. This reel is comprised of the file of numbered documents brought to the Board's attention as well as other items.
